The major General Welfare Benefit that Tribal members receive, following the Tribal Council’s adoption of the General Welfare Benefits Ordinance comes from the distribution of funds from the California Gaming Commission. The Commission's funds in turn come from the pacts made between the State of California and Tribes engaged in casino operations. The distribution is issued quarterly in February, May, August, and November. The benefit is divided into adult shares and minor shares. The adult share is an equal share provided to all General Council members. The minor share is divided from all enrolled children between the ages of 0 through 17 years of age. The adult share is issued as a check to each member and the minor share is deposited in a Minors Trust Fund equally divided among all minor members. The value of the benefit may vary depending on the number of adults and minors enrolled in the Tribe at the time of distribution. The adult distribution from the Gaming Commission is tax-free, whereas the ultimate distribution to a minor after his/her 18th birthday is considered taxable income.
